Natural disasters and man-made disasters are phenomena which strike countries all around the world with recently more frequency than before. As examples we have the Bangladesh’s tsunami and Katrina’s Hurricane during 2004, the Mexican floods during 2007, Haiti’s and Chile’s earthquakes during 2010, the Australian cyclone and Japanese tsunami during 2011. Sometimes, either by the intensity of the disaster or the vulnerability of the lashed country, help is requested, not only nationwide but also worldwide, from NGO’s, government and army authorities, as well as from private organizations in order to respond effectively by delivering basic aid to those in need. To have this kind of help is important to face the different stages of the disaster, mainly during the planning and the response phases. Humanitarian logistics is a critical factor in managing relief operations because of the rescue and aid actions. However until a decade ago, there was a lack of attention on the development of mathematical models and solution algorithms for strategic and tactical decisions in this area. It is necessary to distinguish that in humanitarian logistics traditional cost minimizing measures are not central, and then, new performance measures such as time of response to distribution, time of evacuation, equity, priority, reliability and security of the operation routes become more relevant. In this work several criteria for an aid distribution, evacuation, location of refugee’s centers and distribution centers, as well as a stock management problem during disasters are proposed. Thus a multi-criteria optimization model and a metaheuristic dealing with all these aspects are developed. Once the proposed model and the metaheuristic are described, an illustrative case study based on Villahermosa, Tabasco during 2007’s catastrophic flood is presented.
