abstract = "The purpose of manpower planning is to keep available the necessary numbers of employees with the necessary qualifications to realize the organization{\textquoteright}s goals while taking into consideration the interests of the individual employee. The question is which activities can be undertaken in practice to realize this purpose. In this paper a few manpower planning activities and their relationships on management control level are discussed; on this level, among other things, medium term activity plans of the organization are formulated and available resources are estimated and tuned to the organization{\textquoteright}s objectives. Examples of the planning process at the universities in The Netherlands are used to illustrate a few coordination problems, which often occur on this level.",
