Samenvatting

The region of Parkstad in the south of theNetherlands belongs to the cross border geography of Germany to the east andBelgium to the south. A once flourishing mining area, the region today faceseconomic and structural difficulties, aging population and youth migration,symptoms synonymous with urban shrinkage. Parkstad though appears to havepartially accepted that shrinkage has to be strategically addressed, planningfor decline is a time-consuming process. This paper positions the role of bottom-upstrategies as an alternative to formal planning when coping with urbanshrinkage.
