Abstract
We argue that the current problems in the Dutch tax office arise from a fundamental deficiency in the way administrative agencies are managed and controlled. These problems are analyzed from the "fourth power" perspective. Subsequently, we outline how administrative agencies like the tax office can be more effectively managed by installing proper systems for registering, measuring and correcting individual performance.
