Supporting the Development of Strategic Mobility Agendas for Cities: The Pathway Method

Abstract

Technological advances trigger a significant increase in the number of mobility solutions. Such solutions can address various mobility challenges that city authorities encounter, especially when planning their long-term strategic objectives. However, it is not always clear how city authorities can choose these solutions towards achieving their strategic goals collectively. Therefore, there is a need for a structured method that helps city authorities to establish their mobility agendas and plan their long-term objectives. We have developed a method that supports cities in creating pathways with strategic ambitions and visions regarding urban mobility that support the choice for current and future mobility solutions suitable for their implementation areas and aligned with their objectives. We did so by following the design science research methodology. We have designed our method by considering the information from existing mobility projects, evaluating and demonstrating it to relevant stakeholders with a paper prototype of the website to be delivered. Our study contributes with a structured stepwise approach that enables cities to create their pathways for urban mobility, starting with a strategy, all the way to solutions that help to reach the strategy.
