Abstract
This report examines the state of circular entrepreneurship in the Netherlands in 2025 from an economic and strategic perspective. The study draws on results from the Circular Maturity Tool (CMT) and interviews with public and private organizations.
The findings indicate that circularity is increasingly driven by economic and strategic considerations such as resource scarcity, supply security, and cost control. Although the average circular maturity score has slightly increased to 2.86 out of 5, many organizations still face challenges in translating circular strategies into concrete implementation, measurable targets, and scalable business models.
The report highlights that advancing the circular economy requires coordinated action across national policy, regional ecosystems, and organizational implementation.
