Surabaya is an urban area located in humid tropic region that is why buildings in Surabaya should refer to humid tropic requirements including its low cost apartments. Moreover, Indonesia is a developing country. Different from higher income apartments which usually conditioned artificially, low cost apartments in developing countries should be self-managed and conditioned naturally or passively. There is a recent program of national housing in Indonesia which plans to develop towers for low cost apartments. There are requirements that should be attended and need further investigations especially in building design including its height. Further, there are recent important principles on low cost apartment design that should be included especially in sustainability consideration. This paper aims to propose design principle guidelines in developing low cost apartments in Indonesia especially in Surabaya as the second biggest city in Indonesia. Keywords: Design principles, low cost apartments, Surabaya Indonesia Fulfillment of thermal design requirement especially for cooling the building and the units is a must. Designing based on limited fund consideration and functional lifespan for sustainability should be emphasized since the beginning of the design. The flexibility that proposed as mezzanine solutions supports not only the changing user’s need, but also more important regarding sustainability: namely the reduction of construction waste during the lifespan of a whole building. This underpins the importance of lifespan considerations in the design of low cost apartment buildings.
