Abstract
We give a necessary and sufficient condition for a matrix, occurring in the recent work of M. Vetterli, Signal Processing 10, 1986, to have full rank. Under this condition we specify all row vectors in RM such that this matrix extended with this row vector is invertible. This matrix occurs in the theory of filter banks that perfectly reconstruct discrete-time signals with number of filters equal to 2.
