This study addresses the topic of strategizing in high reliability organizations (HROs). It focuses on the design of an innovative strategy process with political tensions and elements pertinent to high reliability organizations (HROs). The uncertainty resulting from the nature of HROs and the political conflicts poses challenges for strategists to deal with.
