Abstract

The paper deals with the subject of performance measurement in the occupancy phase in the field of housing. Reference is made to a method developed for and implemented at several housing associations in the Netherlands. Firstly the concept of performance will be introduced and applied in regard to housing estates. Different aspects and levels of performance of housing, estates will be presented. However, the quality in the occupancy phase is determined by the rate of match between supplied and demanded performances. So secondly, a method will be presented for matching the offered and demanded performance. The demanded performance is determined by a systematic investigation of the relation between the offered performance and the appreciation of different groups of tenants (singles, couples, families, elderly people etc.). The performance measurement is the basis of diverse management decisions on the level of housing estates as well as on the portfolio level.
