A model for the neutralization of low-energy ions at solid surfaces is presented. A previous model from D.J. Godfrey and D.P. Woodruff is contained as the one-atom limit; while in the continuum limit a Hagstrum-like behavior is found. In the intermediate region the model is applied to explain the experiments of R. Souda et al. in which the angular dependence of the scattering of 1 keV He+ ions from the NaCl(001) surface has been studied.
