Abstract

This paper examines the Land Use Planning (LUP) – spatiotemporal relationship from 2000 to 2014, focusing in particular on the aspects of land use zoning, energy, temperature change, Master Plans, incorporation of sustainability in LUP. A total of 102 research papers or reports from the academic literature or government containing the key points of ‘sustainability’ or ‘climate change’ and ‘city climate’ were identified and reviewed. Land Use Planning (LUP) is central for managing issue related to climatic variations in urban environment. As a result, our review identified many underlying barriers that challenge LUP for sustainability, including the Master Plans does not put the climate change into consideration most of the time and lack of connection between energy consumption and temperature change. What is more, the discussion about climate change always put on the global level rather the urban scale. To develop more on climate change, there are more researches about urban heat island (UHI). Based on the results of barriers we find in the previous research, we proposes an early stage of building a spatial model for sustainable land use planning in the end of this paper. The goals of this model are: to find out the transition mapping data of land use change in the Netherlands; to found a scenario scene for the future city in the Netherlands; to build up a sustainable DSS for land use planners and policy makers; to investigate the assessment for land use planning, energy consumption, and temperature change in the Netherlands; to develop a universally sustainable DSS for land use planners and policy makers.
